    Jessica R. Muñoz, MSN, APRN-Rx, FNP-BC, is a healthcare executive, entrepreneur, and nationally recognized leader in the fight against child exploitation and complex trauma.

    Jessica R. Muñoz, MSN, APRN-Rx, FNP-BC, is a healthcare executive, entrepreneur, and nationally recognized leader in the fight against child exploitation and complex trauma. She is the Founder of Ho‘ōla Nā Pua, where she has built one of Hawai‘i’s most comprehensive responses to the commercial sexual exploitation of children. 

    Jessica led the development of Pearl Haven, a 13-acre, CARF-accredited residential treatment campus designed to serve youth impacted by severe trauma through a multidisciplinary model integrating clinical, experiential, and community-based care. In addition to residential services, she has developed a continuum of community-based programs, including prevention education, mentoring, and therapeutic group services that support youth before, during, and beyond intensive care. 

    She has successfully built and scaled a multimillion-dollar organization, leading strategic growth, capital development, and long-term sustainability efforts without a traditional roadmap. Her experience includes securing significant philanthropic investment, cultivating major donors, and aligning public and private funding streams to support complex programs. She has also built and evolved governance structures, recruiting and developing boards to support organizational growth, accountability, and long-term impact. 

    Jessica brings a rare combination of entrepreneurial leadership, clinical expertise, and systems design bridging healthcare, behavioral health, education, and community partnerships to create scalable, trauma-informed solutions. She advises organizations, communities, and cross-sector leaders on program development, growth strategy, governance, and building sustainable models that translate vision into operational reality. 

    She is a frequent speaker and advisor on leadership under pressure, building what doesn’t yet exist, and sustaining purpose in high-stakes environments.
